UHin4 Spotlight: Understanding the Fixed Four-Year Tuition Plan

The Fixed Four-Year Tuition Plan option is offered as a budgeting tool to help students and parents accurately prepare college costs by locking in the same tuition rate for four years and eliminating uncertainty about future tuition increases.


Your Tuition Options at UH: Variable vs Fixed

Whether you're an incoming freshman or a transfer student, it's important to understand the differences between variable and fixed tuition rates so you can choose the option that best fits your academic goals and financial planning. Include below is a general overview of available tuition plans and eligibility criteria to help guide your decision. The Fixed Four-Year Tuition Plan is available only to undergraduate students who meet eligibility criteria.

Freshmen (& Transfer Students 29 hrs or less)

  • The Variable Tuition Rate (default option) is the standard tuition plan that students are automatically enrolled in unless they choose a different option. Tuition and fees vary depending on your department, your residency status, and the courses you're taking. Rates are charged per credit hour and may change each academic year.
  • The Freshman Fixed Four-Year Tuition Plan (optional plan for eligible students) offers a guaranteed tuition rate that stays the same for four consecutive academic years. It’s designed to help you and your family plan ahead without worrying about annual tuition increases. To enroll, you must meet eligibility requirements and actively choose this option, students are not automatically placed in the fixed rate plan. 

Transfer Students (30 hrs or more)

  • The Variable Tuition Rate (default option) is the standard tuition plan that students are automatically enrolled in unless they choose a different option. Tuition and fees vary depending on your department, your residency status, and the courses you're taking. Rates are charged per credit hour and may change each academic year.
  • The Fixed Four-Year Tuition Plan (optional plan for eligible  transfer students) offers a guaranteed tuition rate that remains the same for four consecutive academic years, helping transfer students plan ahead without worrying about annual tuition increases. Unlike incoming freshmen, transfer students with 30 or more hours are not eligible for the UHin4 Graduation Plan, but they can still opt into this fixed tuition rate if they meet eligibility requirements and choose it when initially admitted to the university.

How Do The Variable and Fixed Four-Year Tuition Plans Compare?

Which Tuition Option is Right for You?

If you value flexibility and anticipate taking fewer than 30 credit hours per year, the Variable Rate may be a better fit. On the other hand, if you plan to take a full course load and want predictable tuition costs, the Fixed Four-Year Tuition Rate could offer meaningful financial stability.

The University of Houston and UHin4 do not prefer or require one tuition plan over the other. Both options are available to help you choose what works best for your academic and financial goals. There is no guarantee that students will realize any tuition savings by electing to participate in  Fixed Four-Year Tuition Plan instead of variable tuition rate.

While selecting the fixed rate is not required to participate in UH in 4, it may provide helpful cost predictability over time. If you choose the Fixed Rate Tuition Plan, you can opt out by submitting the Fixed Tuition Plan Selection Change Form to Student Business Services at least 30 days before the start of the next semester. However, once you opt out, you cannot rejoin the plan for future semesters.

Fixed Rate Eligibility

Participation in the  Freshman Fixed Four-Year Tuition Plan requires participation in the UHin4 Freshman Four-Year Graduation Plan and meeting all eligibility requirements described therein. Students who do not meet the conditions for initial and continuing eligibility under the Freshman Four-Year Graduation Plan will pay the per credit rate in effect at the time of ineligibility.

Participating students are responsible for reviewing and complying with the Freshman Fixed Four-Year Tuition Plan

To be eligible for the 2025-2026 Transfer Student Fixed Four-Year Tuition Plan, the student must opt in by the published deadline of their first admitted fall semester and satisfy the following conditions:

  1. Enroll at the University of Houston for the first time during the summer 2025 or fall 2025 semester as a transfer student with 30 or more semester credit hours.
  2. Be admitted to an eligible major or as an undeclared student at the time of enrollment for the fall 2025 semester. Enrollment in non-degree, non-academic professional and public programs or other off-campus programs does not qualify.
  3. Enroll in at least 15 semester credit hours in the fall 2025 semester. Developmental courses are not counted towards the 15 credit requirement.

To remain eligible for the 2025 Transfer Student Fixed Four-Year Tuition Plan, the student must satisfy the following conditions:

  1. Successfully declare an eligible major by the first day of the fall 2026 semester if initially admitted to the University of Houston as an undeclared student.
  2. Successfully complete a minimum of 30 semester credit hours each academic year.
  3. Continuous enrollment each fall and spring during the term of the plan. Summer enrollment is not required but credits completed during the summer can be used toward the minimum credits required for the selected eligible major. Any other interruptions of attendance, with the exception of participation in a University sponsored cooperative employment/learning experience, may result in disqualification from the plan.
  4. Remain in good academic standing each semester during the term of the four-year agreement.
