Parking Infractions
Fee: $75
Description of Violation: Issued when a driver parks, stops, or travels in an area where posted signs, gates, cones, barricades, or other official barriers prohibit entry or restrict access. This includes ignoring temporary or permanent signs indicating closures, no‑parking zones, or restricted areas.

Description of Violation: Issued when a vehicle is parked in a visitor parking area without an active visitor payment, or when the purchased time has expired. This includes failing to initiate payment, allowing paid time to run out, or not following posted instructions for visitor parking payment methods.

Description of Violation: Issued when a vehicle remains in a designated loading zone beyond the posted or allowed time limit. Loading zones are intended for short-term loading and unloading only; parking for longer than 20 minutes or leaving the vehicle unattended may result in a citation.

Description of Violation: Issued when a vehicle is parked in an electric vehicle (EV) charging space without actively charging. EV charging spaces are reserved for vehicles that are plugged in and drawing a charge; occupying the space after charging is complete or parking there without plugging in may result in a citation.

Description of Violation: Issued when a pay‑by‑phone customer parks in an area outside of the orange spaces that are marked for pay-by-phone usage. Parking in any other location—such as permit‑only areas, reserved spaces, departmental spaces, or unmarked spaces—may result in a citation.

Description of Violation: Issued when a vehicle is parked without a license plate clearly visible and scannable from the drive lane. Plates must be unobstructed and properly mounted according to manufacturer specifications.

Description of Violation: Issued when a vehicle is parked in an area reserved for valid parking permit holders without a license plate that is linked to an active University of Houston parking permit. All vehicles must have a valid, registered license plate associated with a UH permit in order to park in permit‑required areas.

Description of Violation: Issued when a vehicle is parked outside of a marked or authorized parking space. This includes parking on grass, sidewalks, curbs, cross‑hatched areas, end caps, drive lanes, or any area not specifically marked for parking.

Description of Violation: Issued when a driver enters or exits a gated facility or lot in a manner not permitted by posted instructions or gate equipment. This includes tailgating behind another vehicle, forcing the gate, backing into or out of a gate lane, or using an entrance or exit lane incorrectly.

Description of Violation: Issued when a vehicle is parked in a way that occupies more than one marked parking space. This includes parking over lines, at an angle that intrudes into another space, or positioning the vehicle so it prevents another vehicle from using an adjacent space.

Description of Violation: Issued when a vehicle is parked in a way that restricts access to a dumpster or trash collection area. Vehicles must not obstruct paths used by waste collection trucks or prevent dumpsters from being moved or emptied.

Description of Violation: Issued when a vehicle is parked in a way that obstructs an ADA-accessible route, curb ramp, access aisle, or any path required for individuals with disabilities to safely travel. Vehicles must not block ramps, cross‑hatched access areas next to ADA spaces, or any marked accessible walkway.

Description of Violation: Issued when a vehicle is parked in an area reserved for a specific event without the required event parking authorization or payment. During events, certain lots, garages, or spaces may be restricted to event attendees, staff, or authorized permit holders only. Parking in these areas without proper event access, credentials, or payment may result in a citation.

Description of Violation: Issued when a vehicle is parked in a way that obstructs a sidewalk, crosswalk, or driving lane. Vehicles must not block pedestrian pathways, marked crossing areas, or lanes intended for vehicle travel, as doing so creates safety hazards and disrupts traffic flow.

Description of Violation: Issued when a vehicle is left unattended in the circle drive in front of Moody Towers. This area is designated for active pick‑up and drop‑off only, and drivers must remain with their vehicles at all times. Parking, waiting inside the building, or leaving the vehicle for any reason may result in a citation.

Description of Violation: Issued when a vehicle extends beyond the boundary of a marked parking space. Certain spaces on campus have limited clearance, and vehicles that extend past the end of the space can obstruct visibility or prevent other vehicles from safely passing through tight areas. To maintain safe traffic flow, vehicles must be fully contained within the marked boundaries of their designated space.

Description of Violation: Issued when a vehicle is parked in a space reserved for a specific permit holder, department, individual, or purpose without the required authorization. Reserved spaces may be marked by signs, pavement markings, or curb labels, and are not available for general parking at any time.

Fire zones are typically identified by red curbs, pavement markings, or posted signs, and must remain clear at all times.

Restricted areas may include service zones, facility operation areas, construction zones, or any location marked by signs or pavement markings indicating limited access.

Description of Violation: Issued when a vehicle is parked in an area designated as a tow-away zone, where stopping or parking is strictly prohibited. These zones must remain clear for safety, emergency access, or operational needs, and vehicles parked in these areas are subject to immediate towing at the owner’s expense.

Description of Violation: Issued when a vehicle is parked in a space designated for a specific department, organization, or university unit without the required authorization or permit. Departmental spaces are reserved for approved users only and are not available for general parking at any time.

Description of Violation: Issued when a vehicle is parked in an ADA-designated space or access aisle without a valid state-issued disability placard or license plate, when the vehicle blocks accessible routes or ramps, or when ADA credentials are misused. ADA credentials may only be used by the individual to whom they are issued; using someone else’s placard or license plate is not permitted. ADA spaces and access aisles must remain open, unobstructed, and used only by authorized individuals at all times.

Description of Violation: Issued when a vehicle attempts to exit a gated visitor parking garage on a weekday without sufficient payment to cover the required parking fee.

Permit Infractions
Fee: $35
Description of Violation: Issued when a vehicle is parked in an ADA-designated space in a lot or garage location designated for permit parking without a valid University of Houston ADA permit. In addition to a state-issued disability placard or license plate, UH requires a valid UH ADA permit to park in ADA spaces in non-visitor spaces on campus.

Description of Violation: Issued when a vehicle is parked in an area that does not match the type of permit displayed. Each permit type is valid only in specific locations or zones, and parking outside of those authorized areas—even with an otherwise valid permit—may result in a citation.

Description of Violation: Issued when a vehicle associated with an evening/weekend permit is parked on campus before 3 p.m. on a weekday. Evening/weekend permits are only valid after 3 p.m. on weekdays and all day on weekends.

Description of Violation: Issued when more than one vehicle associated with the same permit is parked on campus at the same time. All permits are assigned to a specific person and may only be used for one vehicle on campus at a time. If multiple vehicles linked to the same permit are found parked on campus simultaneously, a shared permit citation will be issued to each vehicle involved.

Description of Violation: Issued when a vehicle with an MWF permit is parked in an ungated parking lot. MWF permits are assigned to a specific parking garage and are valid only in that garage and only on Monday, Wednesday and Friday. These permits cannot be used to park in any open lot at any time, even on the days they are valid for garage access.

Description of Violation: Issued when a vehicle with a Tues-Thurs permit is parked in an ungated parking lot. Tues-Thurs permits are assigned to a specific parking garage and are valid only in that garage and only on Tuesday and Thursday. These permits cannot be used to park in any open lot at any time, even on the days they are valid for garage access.

Description of Violation: Issued when a runner permit is used with a vehicle that is not linked to a valid University of Houston parking permit. Runner permits are supplemental and may only be used by individuals who already hold an active UH parking permit.
Miscellaneous Violation Fees
Fee: $150
Description of Violation: Assessed when a vehicle is towed due to a parking violation or for safety, operational, or access reasons. Tow fees include the cost of towing and any additional charges required by the towing provider. These fees are separate from any citations issued.

Description of Violation: Issued when a vehicle is moved to another parking space or area to accommodate a scheduled event, maintenance, or other operational needs. Vehicles are relocated after permit holders have been notified in advance through posted signage and email communication instructing them to move their vehicles by a specific time.

Description of Violation: Assessed when an immobilization device is placed on a vehicle due to outstanding violations, unpaid citations, or other enforcement reasons. Immobilization fees are separate from any other citations that may be issued.

Description of Violation: Issued when a vehicle causes damage to parking equipment or facilities, such as gates, ticket dispensers, access arms, signs, barriers, curbs, or garage infrastructure.
