Dr. Catherine Horn
Catherine “Cathy” Horn, Ph.D., became interim dean of the UH College of Education on Aug. 1, 2022. A Moores Professor of Higher Education, she joined the College faculty in 2005 and most recently served as chair of the Department of Educational Leadership & Policy Studies. She is Executive Director of the Institute for Education Policy Research and Evaluation within the College of Education at the University of Houston. She is also the Director for the Center for Research and Advancement of Teacher Education and focuses on the systemic influences of secondary and postsecondary assessment and related policies on the learning trajectories of students especially for students traditionally underserved by the education and social sectors. More specifically, her scholarship cuts across two critical areas affecting college access for and success outcomes of traditionally underserved students both in the United States and internationally: 1) alternative college admission and related policies implemented at the institutional, state, and federal levels; and 2) the interconnecting influence of K–12 and postsecondary policies. Throughout her cumulative body of scholarship, she methodically seeks new ways to investigate these complex issues and the ways they affect each other
