Accessible Parking Overview
The University of Houston provides accessible parking spaces for use by individuals with disabilities in accordance with the Americans with Disabilities Act of 1990 (ADA). These spaces are available to eligible students, faculty/staff and visitors. This policy provides the guidelines governing the use of these parking spaces and the issuance of accessible parking permits to eligible students and faculty/staff.
Visitors to the University of Houston campus are always welcome. Parking and Transportation Services has provided parking accommodations for visitors with disabilities in locations listed on our Visitor Parking page. Payment is required and the fee for parking in these areas is listed on the page as well as posted at the entrance to each parking facility.
The ISA disabled hangtag or ISA disabled license plate must be issued in the name of the person with disabilities utilizing the vehicle parked in an accessible space. ISA disabled placards, drivers license, identification card and similar information must be provided upon request by a uniformed Parking and Transportation Services Officer or University Police Officer in order to demonstrate proof of eligibility for accessible parking.
(Other designated accessible parking spaces not within the visitor parking locations are for the exclusive use of vehicles displaying county-issued ISA disabled hangtags or ISA disabled license plates and having a valid University of Houston parking permit linked to their license plate. Violators are subject to ticketing and/or towing.)
Faculty, Staff and Students
Designated accessible parking spaces in surface lots are for the exclusive use of vehicles displaying county-issued ISA disabled hangtags or ISA disabled license plates. Individuals who park in accessible spaces must link their license plate to their University of Houston parking permit AND display their county-issued ISA disabled hangtag (or ISA disabled license plate affixed in the designated location on the vehicle). The ISA county-issued disabled hangtag must be hanging on the rearview mirror.
Required Documentation for UH ADA Permit
Individuals with disabilities who are eligible for accessible parking may purchase a UH ADA parking permit by providing the following documentation which evidences their eligibility for accessible parking:
- Copy of valid, unexpired driver’s license
- Copy of front and back of valid, unexpired, state-issued ADA placard (or vehicle registration receipt for those with International Symbol of Access license plates, showing the vehicle is owned by the individual wishing to purchase the UH ADA permit)
- State-issued ADA placard receipt showing the placard issued in the name of the individual wishing to purchase the UH ADA permit (not required for those with International Symbol of Access license plates)
- For those with International Symbol of Access plates, a photo of the plate
The documents above should be submitted online by by following these instructions:
- Log in to AccessUH
- Click on myParking Account
- Click “Special Parking Request” button
- Under the “Request Type” pull-down menu, choose “Accessible (ADA) Parking”
- Check the two boxes acknowledging you read the two statements
- Click “Next”
- Read what documents are required and then submit them by clicking the appropriate boxes at the bottom of the page
- Verify that email address is correct
- Click “Submit”
Note that not having an ADA placard receipt does not eliminate the requirement to prove ownership of the placard. In such cases, parking customer service staff will run a TxDMV inquiry to verify ownership. Individuals with placards from states other than Texas will be required to request proof of placard ownership from their respective state Department of Motor Vehicles.
Attempts to utilize a fraudulent, stolen, or altered ADA placard, or a placard that does not otherwise belong to the individual wishing to purchase the ADA permit will be referred to the Dean of Students or Human Resources for students and faculty/staff, respectively.
Must be Renewed Annually
ADA permits, as with all UH parking permits, must be renewed annually. UH ADA parking permits must be properly displayed when parking in any permit-required accessible parking space on campus. Failure to do so will subject the parker to citation.
With a county-issued ISA disabled hangtag or ISA disabled license plate PLUS a University of Houston parking permit linked to their license plate, the permit holder may park in any unreserved accessible space on campus.
If all ADA spaces in a particular lot/garage are occupied, then the permit holder may park in any non-restricted space in the same area. Restricted spaces are those marked as reserved, department use only, text to pay (if not an ADA space), or loading zones. Companions who drive for individuals with disabilities may utilize designated accessible parking spaces only in the lots where they are transporting the individual. It would be considered a violation of the parking regulations for a companion to drop a passenger with a disability at a building on one side of campus and park in an accessible space on the other side of campus. Companions parking in accessible spaces must display the individual's county-issued ISA hangtag or be driving the individual's vehicle with an ISA disabled license plate, in addition to the person's University of Houston parking permit linked to their license plate.
Temporary ADA Parking Accommodations
Students, faculty and staff with a temporary disability (e.g. pregnancy, injury, or illness impacting mobility) may request temporary accessible parking. Faculty and staff will need to contact the Equal Opportunity Services (EOS) department and submit an accommodation request. Students will need to contact the Dart Student Accessibilty Center.
