Annual Enrollment
Human Resources is pleased to announce that Summer Open Enrollment for University of Houston employees will be June 30, 2025, to July 11, 2025. During this time, faculty and staff are encouraged to review their current selections and make any desired changes to their benefits for the upcoming plan year, as well as to attend the HR Wellness and Benefits Fair occurring Wednesday, July 2nd, 10 AM- 2 PM, in the Campus Recreation and Wellness Center.
During Summer Open Enrollment, you’ll be able to make the following changes to your benefits:
- Health
- Dental
- Vision
- Optional Term Life Insurance (EOI)
- Voluntary Accidental Death & Dismemberment (AD&D) Insurance
- Short-term and Long-term Disability (EOI)
- TexFlex flexible spending accounts (FSAs) – Health Care, Dependent Care and Limited
FSAs
** Some benefit changes require Evidence of Insurability (EOI)
Important points to remember:
- ERS began mailing Personal Benefits Enrollment Statements (PBES) on June 16, 2025.
- Log into the ERS website to ensure that your personal information is accurate.
- All Family Status Changes and Post Hire Changes (PHCs) occurring between June 23 – August 31 will be processed by Human Resources.
- If you do not enroll or make changes during Summer Open Enrollment, you will be automatically enrolled in the plans you currently have.
TRS Plan Year 2025-2026:
Contribution rates
Retirement contributions rates, employee (8.25 %) and state (8.25%), will remain the
same.
Premiums are changing in the following plans:
- Premiums for dependents and part-time employees enrolled in HealthSelect of Texas and Consumer Directed HealthSelect will increase by 8%. The University of Houston does not have any control or decision-making authority over these premium adjustments.

Increases to out-of-pocket maximums:
The HealthSelect of Texas and Consumer Directed HealthSelect health plans’ total annual
in- network out-of-pocket maximums (medical and pharmacy combined) will increase to
$8,300 per person per individual (up from $8,050) and $16,600 per family (up from
$16,100) to align with the IRS maximums.
Updates to flexible spending account (FSA) contribution and carryover limits:
- The IRS establishes the maximum annual limit applicable to flexible spending accounts
and carryover amounts. For PY26, participants with a health care or limited-purpose
FSA will be able to set aside up to $3,300 for the year through monthly, tax-free
deductions from their paycheck.
- The maximum contribution for dependent care FSAs remains the same, at $5,000 for the
year. Highly compensated individuals based on IRS definitions who elect to enroll
in the TexFlex Dependent Care FSA, the maximum amount they can elect is lowered to
$1,250 each year.
- The carryover amount for health care and limited-purpose FSAs is increasing. Participants in those FSAs in PY26 can carry over up to $660 from PY26 (ending Aug. 31, 2026) to PY27 (starting Sept. 1, 2026).
Dental Benefits:
Premiums for the State of Texas Dental Choice Plan will increase by 8% for all participants,
effective this plan year. DeltaCare USA Dental Health Maintenance Organization (DHMO)
premiums will remain the same.
To help reduce costs, dental plan ID cards will not be issued. Active employees enrolled in GBP dental insurance will not receive a physical ID card, and participating dentists should not require one. Members can access their ID information by downloading a virtual ID card through the Delta Dental app, printing it from www.ERSdentalplans.com, or requesting a mailed copy by calling Delta Dental at (888) 818-7925 (TTY: 711). Please note that covered dependents cannot use the app, and their names do not appear on the ID card. However, they can verify coverage by providing either their own name or the member’s name and plan ID number to the dental provider.
Vision Benefits:
State of Texas Vision premiums will increase by 10%.
Disability Benefits:
Texas Income Protection Plan (TIPP) long-term disability rates will decrease from
$0.68 to $0.63 per $100 of monthly salary. Short-term disability premiums will not
change.
