Am I a CSA?

The law defines four categories of CSAs:

1. University of Houston sworn police personnel and police administrators.
   
   
2. Non-police staff or offices responsible for campus security - (1) university security personnel, (2) contract security personnel, (3) parking enforcement employees, (4) residence hall advisor, desk assistant, and community mentor, (5) personnel monitoring access to and/or providing security at campus facilities, athletic events or other special events, (6) Department Access Users (DAU) who manage electronic access to building perimeter doors and other access areas under the control of a department, and (7) other similar positions. 
   
   
3. Officials with significant responsibility for student and campus activities. To determine which individuals or organizations are CSAs, look for Officials (i.e., not support staff) whose job functions involve relationships with students. An Official is defined as any person who has the authority and the duty to take action or respond to particular issues on behalf of the University. If an Official has significant responsibility for student and campus activities, he or she is a CSA.
   
   Some examples of CSAs in this category include, but are not limited to: (1) academic deans; (2) athletic administrators including director, assistant directors, coaches, and trainers; (3) residential life officials; (4) student affairs officials (e.g., coordinator of Greek affairs, director of student center, director of student extracurricular activities); (5) student judicial officials; (6) Title IX coordinator; (7) members of SMSS (sexual misconduct support services); (8) director of student health or counseling center; (9) student activities coordinators, including study abroad coordinators and off-campus trip coordinators; (10) camp officials (director, counselor, operator); (11) faculty and staff advisors to registered student organizations (RSOs); and (12) administrators at branch campuses.
   
   
4. Any individual or organization specified in an institution's statement of campus security policy as an individual or organization to which students and employees should report criminal offenses.

Who is not a CSA?

The following non-CSA positions / functions include but are not limited to:

• faculty member without responsibility for student and campus activity beyond the classroom;
• physicians and nurses in the Health Center who only provide care;
• clerical or administrative support staff;
• cafeteria staff;
• facilities maintenance staff;
• information technology staff,
• licensed mental health or pastoral counselors, when acting within the scope of their license or certificate; and other like functions.
