SBIR/STTR Proposal Assistance, Resources & Coaching (SPARC)

Program Purpose

Two key funding sources for early-stage innovators are the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. These federal grants provide non-dilutive funding to support R&D with strong commercial potential, especially valuable for university-led ventures.

SPARC helps UH startups successfully navigate the SBIR/STTR process, and build competitive proposals to pursue SBIR/STTR fundings.

Program Description

SPARC provides free, hands-on support to University of Houston spinout startups pursuing SBIR/STTR funding opportunities.

Delivered as a nine-week proposal development program, UH SPARC combines in-person cohort workshops with individualized virtual coaching. From identifying the most appropriate funding agency and opportunity to completing required registrations, developing proposal materials, and submitting a compliant application, UH SPARC supports founders throughout the entire proposal development process.

  • Guidance on identifying the most suitable funding agency and solicitation
  • Guidance on required registrations and application setup
  • Proposal templates, timelines, and planning resources
  • Step-by-step guidance for developing proposal content and supporting documents
  • Expert review and feedback on proposal drafts
  • Individualized coaching throughout the application preparation and submission process

Eligibility

UH SPARC is available to University of Houston spinout companies commercializing UH-developed technologies. 

To participate, companies must:

  • Meet federal SBIR/STTR small business eligibility requirements
  • Be legally incorporated prior to applying to the program
  • Be pursuing commercialization of University of Houston intellectual property

Additional eligibility requirements may apply based on the funding opportunity and program capacity.
