Biographical Summary
David Hawes has over 40 years of experience in the public sector working with budgets at the local and state level of government. One example of his experience is his budgetary duties with the Texas Department of Human Services as the Asst. Commissioner, Office of Finance and Data Management, Senior Analyst/Director, Medical Programs Budget Division, and Accountant, Fiscal Division, Medicaid Claims Section. He also worked as the Chief Economist & Manager, Revenue, Economic Research and Cost Analysis for City of Houston. He currently (November 1991 to March 1995). He is currently founder and Managing Partner of Hawes & Associates which manages on-going private and public sector projects.
His professional activities include the Government Finance Officers Association (GFOA), served as a GFOA Budget Awards reviewer, former Member Cost Finding Technical Advisory Committee for the Heath Care Financing Administration (HCFA) in Washington, DC, and former member Financial Technical Advisory Committee for HCFA.
He has a B.A. in POLS from UT Austin and an M.P.A. from UH.
