As Assistant Vice Chancellor for Academic Affairs, Dr. Bell serves as liaison to the Texas Higher Education Coordinating Board, monitoring statewide academic policies for their impact on UH System institutions and advocating for the approval of new degree programs. He provides support for the Academic and Student Affairs Committee of the UH System Board of Regents, with particular attention to agenda preparation. He serves as a member of the UHS Provosts Council and works with the four universities in matters dealing with new degree program review and development, intercampus academic activities, and system-wide academic policies.

As Assistant Vice President for Academic and Faculty Affairs, Dr. Bell maintains similar responsibility in the areas of degree program development and academic policy formulation and implementation for the University of Houston. He provides overall direction and staff support for the search processes for senior administrative and academic leadership, primarily at the vice-presidential and dean level. He also oversees the five-year dean’s review process. In addition, he participates in management development programs for academic administrators. He serves as a member of the Provost's Cabinet.
