Section 1: Systems Policies
The purpose of project planning is to provide an overall format to undertake systems projects and to manage a project in the most efficient manner. A project plan incorporates a process to keep management informed, with periodic progress reports. The plan should target results achievable with the resources allotted by management.
- Policy Objective
Each major project undertaken by MIS will be developed using the methods prescribed in chapter 3 of this manual. It will the responsibility of the project leader to see that proper processes are followed and appropriate documentation is produced. Prior to the commencement of any major project, the following will be produced by the project leader and reviewed by management:
- The organization of the project into major phases.
- A timetable for the major phases of the project.
- A directive stipulating the format for the progress report.
- The principal features required for an acceptable undertaking. These are:
- Economic feasibility
- Organizational feasibility
- Technical feasibility
- Operational feasibility
- A statement of project scope that identifies its boundaries. First, the scope defines the relevant activities of the project. These activities may be confined by time limits, budget resources, the extent of required changes and/or organizational boundaries.
