REPORT FROM AND DISCUSSION WITH THE FACULTY SENATE

President
Craig presented Brenda Jones, the Faculty Senate Office Coordinator for
the
past 25 years, with a certificate of acclamation “in recognition of her
tireless work and dedication to the
REPORT FROM AND
DISCUSSION WITH THE UH SYSTEM CHANCELLOR AND
UH PRESIDENT: Jay Gogue
Dr. Gogue
reported on: (1) Legislative special session.
(2) Honorary Degrees would be awarded May 11, 2006 to Margaret Spellings, United States Secretary of
Education; and Maconda Brown O’Connor, Ph.D., Clinical Social Worker.
(3) The
Governor has appointed Jim Wise and Welcome Wilson as new Regents. (4)
The
Geosciences faculty, who with a team of seven other universities, were
successful in getting a very large award that deals with off-shore gas
and oil
developments. (5) Providing additional
support for the new Vice President for Research as requested by the
Senate’s
resolution passed on April 19, 2006. Dr. Rudley and he are looking into
ways to
do this.
In response
to a question, Dr. Gogue said there are several proposals for
additional light
rail lines in
REPORT ON CAMPUS
MASTER PLAN: John Rudley, UHS Vice Chancellor and UH Vice
President for Administration and Finance, and Dave Irvin, UHS Associate
Vice
Chancellor and UH Associate Vice President for Plant Operations
Dr. Rudley reported
that a consultant firm, Cooper Robertson, has proposed a new master
plan for
campus. The last master plan was done in
1994. Mr. Irvin then described some of
the details of the new plan. The

Sen. Warner
presented the template to assist senators in making a report on their
College
and Department bylaws, which will be due by May 31, 2007.
After a brief discussion, the Senate
unanimously approved the template, which is based on the
recommendations from
the FS-CoUG Final Report.
WRITTEN REPORTS:
BUDGET AND
FACILITIES COMMITTEE, CHAIR – Karl Titz
The Committee
met on April 26. Attendees: Jerome Freiberg,
Dilip
Anketell, Director of Capital Planning and Real Estate, presented the
draft UH
Main Campus Master plan. The draft plan outlined a vision for the
campus
encompassing an increase in student housing and light rail/mass transit
connections to the campus. The planning process was commissioned
as part
of the upcoming Capital Campaign. The draft plan is currently
being
communicated across campus for constituent input as part of the
development
process.
Sen. Lee
reported back to the committee on discrepancies in the salary data
base.
There appear to be a combination of PeopleSoft issues and the way the
information was extracted from the data base causing the
discrepancies. Libby
Barlow, Executive Director of Institutional Research, is looking at the
issue.
COMMITTEE ON
COMMITTEES, CHAIR – Allen Warner
The COC has
completed its task of filling vacancies on UH standing committees. Official nomination letters will be sent as
of June 1. The COC will meet on May 12
with Dennis Fouty, Associate Vice President for Information Technology
and
Chief Information Officers, to discuss possible changes to the
Information
Technology and Computing Committee.
EDUCATIONAL
POLICIES AND STUDENT AFFAIRS COMMITTEE, CHAIR –
EPSAC has
not met since the previous Faculty Senate meeting
FACULTY AFFAIRS
COMMITTEE, CHAIR – David Papell
The FAC met
on May 3 and voted to recommend that the Senate adopt two policies on
"Extension of the Probationary Period for Childbirth or Adoption" and
on "Extension of the Probationary Period for Emergencies," to replace
of the current "Interim Policy for the Extension of Probationary Period
for Emergency Purposes" After
discussion, the Senate voted unanimously to approved the proposed
policies,
pending clarification of wording about the maximum number of extensions
an
individual may receive. The policies are

SCHOLARSHIP AND
COMMUNITY COMMITTEE, CHAIR – Suzanne Ferimer
The SCC met
with Steve Hall, President and CE0 of the Houston Alumni Organization,
and
Wendy Adair, Associate Vice Chancellor and Associate Vice President for
Public
Affairs, to talk about the recently completed Alumni Survey. One of the results of the survey showed that
UH
graduates felt faculty interaction was one of the positive experiences
they
still remember from their UH experience.
The HAO would like to work with the faculty to leverage these
findings
for the good of the University.

The
document was discussed with a majority of the Senators voting to table
the
policy revision until the next meeting.
