Biographical Summary

Ms. Donna M. Blair, a career member of the Senior Foreign Service, rank of Minister Counselor, is currently serving as Diplomat in Residence for southeast Texas and Louisiana, based at the University of Houston in Texas. Her most recent previous assignment was as Principal Officer/Consul General of U.S. Consulate General Lagos, Nigeria. Prior to her second posting in Nigeria she served as Principal Officer/Consul General in Ciudad Juarez, Mexico. Her other overseas tours of duty were in Kenya, Venezuela, Ghana, Nigeria, Spain, Argentina, and Hong Kong. Domestic assignments in Washington, DC at the Department were in the Bureau of African Affairs, Bureau of Intelligence and Research, Bureau of Human Resources and the Armed Forces Staff College in Norfolk, Virginia.

Ms. Blair is the recipient of several Department of State Meritorious and Superior Honor Awards. A native of New Orleans, Ms. Blair holds an M.A. in Social Sciences from the University of Detroit and a B.A. in History from Dominican College in New Orleans. She speaks fluent Spanish. She is a member of Rotary International Nairobi Chapter and former Honorary President of the American Women Club in Lagos, Nigeria.
