I have divided my professional life between government and higher education. I have worked for both the legislative and executive branches. I earned my Ph.D. from NYU’s Wagner School of Public Administration at the Graduate School of Arts and Science. I earned a master’s degree in public policy and a bachelor’s degree in economics from Stony Brook University.
For the New York State Legislature, I served as Director of the New York State Assembly Higher Education Committee where I wrote program legislation dealing with colleges and universities. Later I was appointed as Secretary to the New York State Assembly Ways & Means Committee. For six years as the committee secretary I supervised a staff of budget and revenue analysts responsible for the development of the State’s financial laws and annual budget bills.
The elected New York appointed me as the First Deputy Comptroller in the Office of the New York State Comptroller. I was supervised the deputy comptrollers responsible for state audit and accounting, local government financial oversight, the New York State and Local Retirement System and the state pension fund investments.
Between these appointments in government, I have worked at universities in three states. I currently serve as the Executive Vice Chancellor of the University of Houston System and the Executive Vice Chancellor of the University of Houston. I have served as the EVP/CFO for the University of South Florida. I was Vice President for Administration at Brooklyn College and Executive Vice President at the University at Albany, State University of New York.
I have been a faculty member in the Public Administration Departments of Baruch College, City University of New York, and the University at Albany’s Rockefeller College. I have also served was president of the USF Research Foundation Board of Directors. I have been an independent director for a mutual fund company and an independent director, and the chair of the audit committee, for an investment banking firm.
