The MPA program has a forty-year history of development since it was chartered by the State of Texas. Our 313 (1968 to 2008) graduates have found rewarding positions across a broad spectrum of organizations. These include, first-and-foremost, local governments but also non-profits and private sector corporations. A profile of the jobs and organizations of our graduates, as shown below, supports the conclusion that UH’s MPA program is a leading educator of public servants.

David Hawes, M.P.A. 96’
Hawes Hill Calderon L.L.P.
David Hawes is a results-oriented strategist and consultant whose firm specializes in the creation, management, and administration of special purpose districts and zones. He and his expert team develop dynamic project plans and project financing plans to aid clients and stakeholders in reaching important community development objectives such as increased safety, economic development initiatives and urban landscape improvements. David’s company currently works with numerous entities representing some 500,000 people throughout the state of Texas and beyond.
Prior to forming his highly-successful consulting firm, David was employed at the City of Houston as Finance and Administration Revenue and Research Manager. Previously, he was the Assistant Commissioner for Finance at the Texas Department of Human Services where he served as the State Medicaid Budget Officer and managed a $2.1 billion dollar budget.
