The following SAMs have been recommended by University of Houston System subject matter experts for Executive Review.  To review the proposed changes, please select each policy name to view the linked document and send comments/suggestions, if any, to

The column titled "Review Comments" indicates the comments/suggestions received during the Component Draft Review, Campus Review, and the System Executive Review of the policies listed below.

SAM 01.C.11 - Property Loss Claims Updated titles as applicable. Removed Exhibit A, and added Section 8, References, with link to University of Houston System Property Loss Claim Report Form. No other additional changes were made by the Subject Matter Experts (SMEs).

SAM 01.C.15 - Pedestrian Safety Updated titles and links as applicable. Added information on bicyclist and skateboard operators to give pedestrians the right of way on sidewalks and crosswalks in Section 2.1.1. Added information on vigilance when crossing campus streets in Section 2.1.2. Added definition of "pedestrian" in Section 3.

What about hover boards?
Response: Change added.
Comment: There is a problem with pedestrians at traffic lights around campus. In Section 2.1, please remove "at all times" in the first sentence. Could you add the following sentence after the first sentence in Section 2.1: "At traffic lights, pedestrians must yield to incoming traffic during the 'Do Not Walk" signs."
Response: Change incorporated.

SAM 03.A.05 - Contract Administration Added Section 2.6 on following contract administration guidelines and policies from the System Office of Contract Administration. Updated Section 5.2, adding "each" for fiscal year updates in writing by September 1st for delegation of contracting authority. Updated titles and links as applicable. Added Section 10, References. Added Addendum A, UHS Delegations of Authority Table.

Campus/Executive Review Comment: In Section 3.1.a, it reads as if only original are required, not electronic copies, as done by the other component campuses. May we still do electronic copies, or send in original copies?
Response: The section indicates original or facsimile contract document are applicable. Original signed contracts are "preferred," but not mandatory.
Comment: In Section 6.4, it says required approval of Executive Director, FP&C. Is this always required?
Response: Change incorporated, and title of required approval from Facilities updated.

SAM 03.B.01 - Purchasing Guidelines Updated links and titles as applicable. Added information to Section 3.2, with links to the Purchasing Guidelines and the Contract Management Handbook.

Campus/Executive Review Comment: The URL in Section 1 needs to be corrected to refer to SAM 03.A.05.
Response: Change incorporated.
Comment: The reference in Section 3.1.c to OMB Circular A-110 should be reviewed/confirmed if this guidance has been superseded by OMB Uniform Guidance (A-81).
Response; OMB Circular was changed to A-81 (also known as the Omni-Circular).
