During a recent review of System policy by the component university financial reporting and budget staff and the Subject Matter Experts (SMEs), it was determined that it has not been necessary for the component universities to perform the procedure documented in SAM 03.A.11 since 1996. If a need arises to readdress expenditure reimbursement for the Higher Education Assistant Funds (HEAF) bond proceeds, the process may be different and at such time require different documentation. Since the process has not been performed since 1996, SAM 03.A.11 is considered to be out of date and obsolete.
