MAPPs Approved In Quarter 1, Fiscal Year 2013

The following Manuals of Administrative Policies and Procedures were approved by the President as official university policy for Quarter 1, Fiscal Year 2013 (September, October and November 2012):

MAPP 01.03.04 - Identity Theft 11/05/2012 Applied revised MAPP template and added new Revision Log. Provided minor housekeeping redlines. No additional changes were required via the Subject Matter Expert (SME).
MAPP 01.03.04 was submitted in the Quarter 4, FY 2012 Review Cycle as a housekeeping change.
MAPP 02.02.01 - Family and Medical Leave (Interim 2) 11/01/2012 Added note to Section III.E regarding employees with student status as a condition of employment are not considered eligible for this program. In Section IV.J, added information on unpaid FML on the first workday of the month and rate of accrual for vacation leave. In Section V.C, added the procedure for notification the employee's supervisor of FML, and e-mailing the eligibility notice to the employee. In Section VI, changed the process for submitting the Application for Family and Medical Leave to Human Resources instead of the employee's supervisor. Human Resources will submit the ePAR per documentation in Section VI.G. Added the Employee's Retirement System of Texas (ERS) to Section VII.B. In Section VII.D.4, the time period to submit recertification to Human Resources changed from 15 calendar days to 12 calendar days. Added Section VIII.B for employing department to complete an ePAR when the employee returns to active status after FML. Added Section XI, References.
MAPP 02.02.01 was submitted for Interim 2 approval based on recent changes for submission of the Application for Family and Medical Leave process requiring communication to users. This MAPP will be submitted in the Quarter 2, FY 2013 Campus Review cycle to remove the Interim 2 designation.
MAPP 02.02.02 - Parental Leave (Interim) 11/01/2012 Applied revised MAPP template and added new Revision Log. Added note for Section III.B regarding employees with student status as condition of employment are not eligible for this program. In Section IV.A, the employee must use accrued compensatory time, instead of unpaid parental leave. In Section V.A, changed the location of obtaining the FML forms to the HR Service Center. In Section V.B, added the responsibility for the employee to submit physician's certification and FML form to the HR Benefits Section. In Section VI.B, changed the insurance coverage contact to the Employee's Retirement System of Texas (ERS). Added Section XII, References.

MAPP 02.02.04 - Administrative Leave With Pay 11/05/2012 Applied revised MAPP template and added new Revision Log. In Section IV.D, changed "department" to "division." Changed Interim Vice President for Administration and Finance to Executive Vice President for Administration and Finance. No additional changes were required via the Subject Matter Expert (SME).
MAPP 02.02.04 was submitted in the Quarter 4, FY 2012 Review Cycle as a housekeeping change.
MAPP 05.02.02 - Official Functions and Discretionary Expenditures 11/05/2012 Added note to Section VI.A.1 on faculty member reimbursements approval by their academic supervisor, regardless of funding source, per Internal Audit
Report AR2012-17. Updated Addendum A, Account 54905, Business Meals to reflect current requirements. No additional changes were required via the Subject Matter Expert (SME).
MAPP 05.02.02 was submitted in the Quarter 4, FY 2012 Review Cycle as a housekeeping change.
MAPP 06.05.03 - Motor Vehicle Record Evaluation (Interim) 09/19/2012 Removed information on personal vehicles used for university business in Section II.A. MAPP 06.05.03 now emphasizes vehicles owned or leased by the university, and the requirement for employees to fill out an MVR for driving vehicles which are owned or leased by the university. In Section II.C, the MVR should be filled out by employees prior to extending the offer of employment in cases where driving is an essential job duty. In Section III.A.1, the Driving While Intoxicated (DWI) or Driving Under the Influence (DUI) conviction requirement changed from five years to three years.
MAPP 06.05.03 was submitted for Interim approval based on recent changes and implementation of the MVR procedure requiring communication to users. This MAPP will be submitted in the next Campus Review cycle to remove the Interim designation.
