MAPPs Approved In Quarter 4, Fiscal Year 2009

The following Manuals of Administrative Policies and Procedures were approved by the President as official university policy on June 9, 2009 for Quarter 4, Fiscal Year 2009:
MAPP Number and Name Summary of Changes
MAPP 02.02.05 - Moving and Relocation Expenses Specific mileage rates were replaced with instructions to view current IRS maximum non-taxable mileage and rates online throughout MAPP 02.02.05. These changes were proposed by Human Resources.
MAPP 02.04.06 - Reduction in Force MAPP 02.04.06 was updated to reflect the current organizational structure of Human Resources. Section VII.C. was removed, and section VIII.B. was changed to refer directly to the formal grievance procedures. These changes were proposed by Human Resources.
MAPP 04.01.03 - Vouchers The threshold for checking vendor hold status was increased from $150 to $500 in accordance with the state Comptroller’s Office in MAPP 04.01.03. This change was proposed by the Offices of Finance and Procurement.
MAPP 04.03.01 - Service Center and Auxiliary Purchases MAPP 04.03.01 was rewritten to combine the policy and the procedure into one document. It was also updated to reflect current electronic practices as well as include procedures for auxiliary purchases. These changes were proposed by the Office of Finance.
MAPP 05.01.01 - Cash Handling MAPP 05.01.01 was rewritten to align the policy with current practices. These changes were proposed by the Office of Finance.
MAPP 05.02.03 - Expenditure Reallocation and Correction The requirement to submit a Labor Distribution Report as required documentation for Payroll Reallocations was removed from Section II of MAPP 05.02.03. The reference to Service Center Requisitions was also changed to Service Center Vouchers throughout the policy. These changes were proposed by the Office of Finance.
MAPP 05.03.02 - Non-Resident Tuition Employment Waivers Eligible job codes and positions were updated to reflect current practice in MAPP 05.03.02. Addendums were also removed and replaced with links to the current forms available online. These changes were proposed by the Office of Finance.
MAPP 05.04.03 - Physical Inventory of Goods for Resale, Manufacture, or Repair Section III.B. of MAPP 05.04.03 was updated to include alternative inventory methods, and a statement was added to Section III.E that would allow independent companies to conduct inventory of goods for resale at the University. The addendums also include updated information. These changes were proposed by the Office of Finance.
MAPP 05.04.05 - Reporting Indebtedness to the State Comptroller MAPP 05.04.05 was submitted for its scheduled review. No changes were proposed by the Office of Finance.
MAPP 05.04.06 - Bank Account Reconciliation MAPP 05.04.06 was submitted for its scheduled review. No changes were proposed by the Office of Finance.
MAPP 07.02.02 - Smoke Free Environment MAPP 07.02.02 (previously 06.03.04) was assigned to Public Safety and updated to refer to Texas Administrative Code and Texas Penal Code which prohibit smoking within 15 feet of any entrance owned or managed by the state. The covered arbor area of the University Center was moved from an exempt area to an area where smoking is prohibited. These changes were proposed by the Department of Public Safety.
MAPP 12.02.01 - Data Coordination, Verification and Submission to the Office Of Institutional Research (IR) MAPP 12.02.01 was updated to assign responsibility for the accuracy of the system’s information to the offices and staff who enter data into PeopleSoft. These changes were proposed by the Office of Academic Affairs.
MAPP 13.01.01 - Freedom of Expression The definition of “university grounds” was updated in MAPP 13.01.01 to refer to property located on the University’s main campus. This change was proposed by the Office of Student Affairs.
