FY2010 One Time Payment Guidelines for Faculty and Staff Employees Frequently Asked Questions (FAQ)

For fiscal year 2010, a one time payment of $300 will be given to each benefits eligible faculty and staff employee with an annual rate of $50,000 or below.

When will the payment be paid?
The one time payment will be included as Other Earnings in the regular check on September 25, 2009 for biweekly employees and October 1, 2009 for monthly employees.

Will I get the entire $300?
No, this payment will be taxed for Federal Withholding, FICA and Medicare (OASDI) at the same rates as the regular earnings.

Will this $300 be included in my retirement credit for this year?
No, this payment does not qualify for retirement purposes and retirement contributions will not be deducted.

Who determines which employees are eligible?
Human Resources, Budget and Payroll are working together to determine eligibility based on the criteria listed below. If you have specific questions about eligibility, please contact your HR Generalist.

How was eligibility calculated?
To determine eligibility and prorated payments for employees with multiple jobs or part time jobs, all benefits eligible jobs at UH were included. Stipends, summer assignments, overloads and additional compensation were not included in this calculation. For example, if an employee worked 50% in a benefits eligible staff job and 50% in a benefits eligible faculty job and both jobs together were $50,000 or less, that employee would receive $300. If the employee's benefits eligible jobs totaled 50% FTE and $50,000 or less, then that employee would receive $150.

My last day is September 14, 2009. Will I get the payment?
Employees who terminate before the date the payment is due will not receive the payment.

Is this a merit program?
No, this is an across the board type payment for benefits eligible faculty and staff whose full time annual rate is $50,000 or below.

What if I did not get a PCD or complete mandatory training on time?
Since this is not a merit program, PCDs and mandatory training do not affect the payment.

If I set up a payment plan or pay my debt, can I get the payment?
The Financial Hold in PeopleSoft must be removed and Human Resources must be notified before the payment will be authorized. For more information about debt, please contact the Bursar’s Office.

Where are these payments funded from?
Payments for employees in central funded positions will be centrally funded. Payments for employees in local or sponsored funded positions will be funded by the department.

Why would the qualifying date, Sunday March 1, 2009, fall on a day that is not a work day?
UH has consistently used March 1 as the qualifying date for payment programs to ensure that employees receiving payments have at least six months of continuous service.

I transferred from another UH System campus after March 1, but I did not have a break in service. Do I get the payment?
No, only service at UH (business unit HR730) or the UHS Administration (HR783) applies towards the six months of continuous service. Service at other UH system campuses (Downtown, Victoria, Clear Lake) does not apply.
